The Waterbarons maintain strangleholds on water access through ownership of pipelines and aqueducts that transport water to spaceports and farm estates. They manipulate prices and control access to maintain their monopoly.

Rivals include offworld interests seeking water access and the Syndicalists who oppose their labor practices. Farm estates and spaceports depend entirely on baron-controlled infrastructure, making them powerful gatekeepers of Arcadian survival.
