Wu “Feiten” Zhilan, a cybernetically enhanced Vanguard Officer, handles all operations on Arcadia—managing trafficking routes to Qingqiu and Plantagenia and drug sales in Haridasva.

Their society houses serve wealthy clientele with discrete operations, money laundering, and contact points for criminal activities. The 5th Legion and Golden Triangle Company (whose Sharia Law opposes their activities) are their primary enemies.
