The Cobalt Syndicate is an organized labor union that controls many berths at the Maelstrom shipyards and shipping lanes throughout the Golden Triangle. Members wear a cobalt blue stripe on their clothing as a sign of solidarity.

The Syndicate represents spacer interests and workers’ rights, combining legitimate union organizing with criminal enterprises to fund their resistance against Great Power colonial exploitation. They run protection rackets, smuggling operations, and covertly arm anti-colonial militias across the sector.

Allied with the Maelstrom Corsairs, they share anti-colonial sentiment and business interests. Their enemies include the Golden Triangle Company, the Great Powers, and the 12 Finger Guilds—all of whom they view as colonial exploiters of local workers.
