The cartel runs drug trafficking, smuggling, and frontier trade operations across Arcadia. Their leadership is currently seeking to transition into more legitimate business while maintaining their criminal power base.

They compete with the Waterbarons for local control and maintain influence through a network of local plaza bosses and corrupt officials.
